Yes, Biden was trying to emphasize the leadership of FDR (I think to Katie Couric). Biden was trying to say that FDR was noe paralyzed by fear, but went into action. "When the stock market crashed, FDR went on television..."
The problem, of course, was that FDR was not elected President until 1932, and televisioin was not arond until the 1940's.
Joe Biden is an idiot. Does anyone want to argue with me on that?
